From late 19th century to 1930s, this period is the mature stage of Yu County Paper-Cut. The sign of its maturity is the emerging of a outstanding peasant artists, Wang Laoshang. In the life of his nearly 50 years of paper cutting art career, Wang Laoshang recreated more than 600 different characters in more than 200 operas, and at the same time, he created over 200 works in theme of flower, bird, fish, and other animals. Wang Laoshang was the master of Yu County paper cutting art at that time ,and is revered by generations of artists a great master. In 2000 ,he was awarded with the title " China Top 10 Great Folk Art Master in 20th Century "by the Studies for the Chinese Paper Cutting.

In the times of Wang Laoshang, the development of Yu County paper-cut had reached a peak, and formed its own art style. After Wang Laoshan, a large number of Yu County cutouts artists came forth, Wang Laoshang’s third-generation successor Zhou Shuying ,is one of them. she participated in the "hundreds of women skilled Grand Prix" in 1995, and her paper-cut works won the Outstanding Awards. In the end of 1995 ,she was titled with the "Artist of Chinese Folk Arts and Crafts" by the UNESCO. His works "Colorful Butterfly" was packaged away by the Central Academy of Folk Art Research Center, his works "longevity" was published in the Journal "Chinese women ".

Moreover, a worker from Yu County Paper-Cut Plant named Liang Xiuying visited Italy on the invitation of Turin Overseas Chinese Association in 2001,from September 27 to October 7.She participated in the "China Arts Festival" and performed the crafts of Yu County paper-cut in public, and showed the unique charm of Chinese folk art to the world.

In mid-August 2003, the National Folk Culture Association and the National Association of Chinese folk cultural heritage Salvage conferred the title "Town of China Paper-Cut Art " and the plaque "China Paper-Cut art Research Base" to Yu County. At the same time, the National cultural heritage salvage Project started up the cutouts salvage project. It constructed a wider platform both for Yu County paper-cut to step into the world, and foster it to be a brand pillar industries.

Yu County paper-cut is growing wider range of appreciation and practical value. Now the innovative design paper-cut products include the cutouts calendar, the Chinese New Year cards, invitations, bookmarks, birthday cards, souvenirs, and so on . Yu County paper-cut has become good gifts for friends and relatives, and the memorial art work for tourists. It is the media and bridge for cultural and economic exchanges.
