II. Cooking Up Charges by Hook or by Crook

In order to cook up charges for China’s “violations of human rights”, the “Reports” refer to criminals and people who violate the law in China, or who harm national security and public order “political dissidents” and “political prisoners.”

The “Reports” say that Wang Dan is a “political prisoner” who was sentenced to 11 years imprisonment in 1996 for “announcing his attention to investigate China’s human rights situation in 1994.”

The fact is that Wang was sentenced to four years imprisonment with one year deprivation of political rights in 1991 for working to subvert the Chinese government, in clear violation of the country’s criminal code.

After he was released on parole on February 17, 1993, he contacted overseas anti-Chinese organizations in secret and became involved in a series of activities that were intended to overturn the Chinese government and harm national security. He was arrested in accordance with the law on October 3, 1996.

The NO.1 Intermediate People’s Court of Beijing began Wang Dan’s trial, which was open to the public, on October 30,1996, and sentenced him to 11years imprisonment with two years deprivation of political rights for conspiracy to overthrow the government.

Wang did not plead guilty and appealed the decision to the Beijing Higher People’s Court, which heard the case in a public trial on November 5, 1996, but rejected his appeal, upholding the original sentence.

This demonstrates that Wang Dan was sentenced to prison not because he was a dissident who announced “his intention to investigate China’s human rights situation”, but because he violated the law by harming national security.

In fact , there are no “political prisoners” in China, and people do not violate the law merely by expressing their own ideology or opinions about public affairs. No one is punished by law just because he or she holds a different political view.

It is a groundless assertion for the “Reports” to refer to criminals who in fact harm national security and who would be sentenced in a court of law in any other country for such activities as “political prisoners,” regardless of facts and international conventions.

The “Reports” slander China by saying that “mental Hospitals have reportedly been used on occasion to control political dissidents.” The “Reports” claim that “dissident writer Wang Wanxing, who was arrested in 1992 for protesting in Tian’anmen Square on the third anniversary of the 1989 demonstrations, was in good mental health but remained detained against his will at An Kang Psychiatric Hospital in Shanghai.”

The fact is that Wang, who only had a middle school education, was found jeopardizing the social order in Tian’anmen Square in June 1992. The police discovered that he had mental problems after they removed him from the square, and sent him to An Kang Hospital in Beijing , where doctors diagnosed him as suffering from paranoid delusions.

Doctors said his attempt to disturb the social order was the result of this problem and that he had difficulty in recognizing the normal state of things and was not responsible for his behavior. They decided he should be hospitalized for treatment. The hospital reports Wang’s health is better now.

This shows that the “Reports” description of “in good mental health” but “ detained against his will at the An Kang Psychiatric Hospital in Shanghai” is a groundless allegation.

It took a great deal of thought for the “Reports” to label a mental patient with the names of “writer” and “political dissident” in order to trump up charges about China’s “violation of human rights”.

The “Reports” accuse China of persecuting religious belivers and encroaching on freedom of religion. To support its accusations, the “Reports” use people who used religion to cover their criminal activity and who were therefore dealt with in accordance with the law, calling them “defendants of conscience.”

The “Reports” say that “In 1996 police continued to put pressure on an underground evangelical sect called the ‘Shouters’,” and “Its members have been repeatedly detained, fined, and imprisoned.”

The fact is that the “Shouters”, which is not regarded as orthodox by other Christian groups, was an evil religious organization engaged in anti-government, anti-society criminal activities against the law under the guise of religion. It was threatening to “organize all Christian sects to resist the government to the end” and getting its misguided followers to harass the government and government leaders, and was involved in criminal acts of rape and swindling people.

Some of the organization’s leaders had behaved indecently with more than a hundred women and forcibly held more than 20 young female followers for a long period of time in the name of religion.

They were guilty of serious crimes and the Chinese government punished them in accordance with the law. This had nothing to do with religion. In fact, the Chinese state protects the freedom of religion of the citizens and their normal religious activities in accordance with the law. No one will be punished just for religious beliefs or for normal religious activities. At the same time , people cannot avoid penalties for criminal activity simply because they believe in religion or flaunt the banner of religion.

Evil religious organizations like the “Shouters” which use religious to cloak their law-breaking criminal activities were dealt with by any government in the world in accordance with its laws.

It is ridiculous for the “Reports” to use China’s dealing with evil religious organizations and criminal activities of violating social order and swindling others or acts of rape as evidence of its “violating human rights”.
